Anyone who is currently using Windows 10 21359 may well have noticed that the folders, settings, or programs only open after a few seconds after starting.
This problem affects those who have enabled the Windows Subsystem for Linux. So it is not due to the computer or other settings. If you deactivate WSL via the old Control Panel => Programs and Features => Turn Windows features ON or OFF and remove the checkmark (✓) for Windows Subsystem for Linux and restart your PC, you will no longer have the delay.
Let's see if Microsoft ironed out the problem in the next Insider. Then you can reactivate WSL.
