Microsoft has posted official ISOs of Windows 10 Build 21354, a new insider build available to members of the Windows Insider Program on the Dev update channel.
Windows Insider Preview Downloads host the official Windows 10 Build 21354 (Dev) ISOs, Build 21354.1 (CO_RELEASE), which is available to members of the Windows Insider Program on the Dev update channel.

Hosted ISOs can be used to clean install the system or test new features in a virtual machine. A clean install also allows you to get features and functionality that are currently available to a limited number of Insiders on the Dev update channel.
Switch to branch CO_RELEASE
Starting with Windows 10 Build 21354, the name of the branch on which Microsoft releases Insider Builds has changed to CO_RELEASE, which is codenamed Cobalt. As in October 2020, when new versions were released on the FE_RELEASE branch, Microsoft engineers are testing the ability to change the active development branch. Since they work in internal development cycles, they can prioritize work in a particular branch and move insiders between branches. Microsoft engineers treat these assemblies in the same way as assemblies from the RS_PRERELEASE branch.
Windows 10, Dev Version Prepares Major Update for Windows 10 "Sun Valley"
The interface update project was codenamed "Sun Valley". It should be part of the release of Windows 10, version 21H2 "Cobalt" in late 2021. Internally, the project aims to revitalize and modernize the Windows desktop in line with current trends in lightweight platforms.
Windows 10 Build 21354 (Dev) gets the first changes as part of the Sun Valley visual update - a news and weather widget on the taskbar, new icons for Windows Explorer, and new system icons.
